The UK and US have secured a key commercial pact that will keep no tariffs on UK medicine products entering the American market.

Key Provisions of the Accord

Under the terms of the agreement, the UK has committed to boost expenditure on drugs through the National Health Service (NHS). This commitment secures that import taxes on these key products will stay at nothing for a period of 36 months.

This deal is in response to recent warnings to dramatically increase duties on branded pharmaceutical imports, with increases mentioned up to one hundred percent.

"This arrangement with the UK strengthens the global environment for cutting-edge drugs and establishes much-needed equity to U.S.–U.K. pharmaceutical trade," an announcement noted.

Commercial Impact

Pharmaceuticals constitute one of the Britain's most significant exports to the United States, which is by far the biggest market for leading companies like GSK and AstraZeneca.

Trade data show that in the year prior to last September, the UK sold drugs valued at over eleven billion pounds to the US. This amount accounted for 17.4% of total UK exports in that period.

"This guarantee safeguards work, boosts investment and facilitates the UK to become a worldwide center for biotech and pharma," a government official remarked.

Detailed British Pledges

The pact includes several key pledges from the British government:

  • Higher Cost Ceiling: The UK will raise the cost ceiling at which it deems new therapies to be too expensive by twenty-five percent.
  • Higher Drug Budget: There is a target to increase total NHS spending on drugs from 0.3% of GDP to 0.6% over the next decade.
  • Payback Limit: The sum drug companies must return to the NHS to stay within budget will be capped at fifteen percent. Previously, refunds exceeded twenty percent.

Recent Tensions

The pact comes amid a protracted dispute between the drug companies and the British authorities over spending levels and approval rates.

This friction were exacerbated by arguments that US consumers were paying a premium for the same drugs than consumers in the UK and Europe.

In recent months, several significant drug company projects in the UK have been halted or cancelled, while multi-billion-dollar investments have been directed toward projects in the United States.

One official publicly accepted that the NHS must spend more on drugs, noting that its spending on drugs had decreased as a percentage of its overall budget over the last ten years.
