English Councils Plan to Sell Off Social Clubs and Sports Centres to Manage Finances

According to a recent survey of municipal councils, UK councils are preparing to offload social clubs, sports centres, and shopping arcades as they rely on a fire sale of properties to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

The Key Cities Group for major urban areas in the UK reported that 60% of local authorities are intending to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for selling public land and land to support their budgets, but they contend they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

The group said that a significant number of councils seeking to raise money from a fire sale of holdings marked “a clear change from 2024, when the largest share (six in ten) of municipal officials said they would focus on service redesigns and using financial reserves to weather growing financial challenges.”

Detailed Cases of Planned Disposals

One local authority in Kent announced its asset disposal plan featured the disposal of a retail complex in a local town and a social club in Rochester to raise 20 million pounds over five years.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all provide rental income for the authority, will additionally be sold under the strategy.

Local Levy Rises and Wider Fiscal Pressures

The survey of councils in the key cities group, which includes several urban centers, further found that more than 70% of authorities will need to increase local levies next April to cover the rising cost of core provisions, increased rates of homelessness, and a longstanding housing shortage.

The authority said it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but some of these require time to deliver both improved services and cost efficiency,” stated Vince Maple.

He continued: “We face demographic pressures which will persist to increase the pressures we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

Countrywide Patterns and Forecasts

A survey of regional authorities this week further found council budgets being strained by the growing number of children and adults requiring special educational assistance.

The County Councils Network said that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to manage increased demand.

Ministers have delayed planned reforms to the Send system until the coming year after a policy document setting out those reforms has been postponed.

Deprivation and Funding Gaps

Based on the most recent deprivation measures (the Index of Multiple Deprivation) covering English councils, many key cities members were among the most deprived in England.

  • “Participating urban centers like several major towns rank in the most deprived 30 across the country under the 2025 IMD measures,” said the study.

“While only one key city is among the top 10 for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of the nation. The data underscores the extent of challenges facing local leaders across key cities in the next twelve months,” the report concluded.

“Council officials have been clear about the necessity for a equitable and lasting funding system that accounts for and responds to the real levels of disadvantage and demand,” stated Michael Mordey.

“Lacking this, local authorities will persist to face difficult decisions around which essential services to allocate spend to, and which to cut, to the disadvantage of their residents.”

One in five of local authorities have cut or compromised social care provision in the last year, the survey revealed.
